CONTENT
The bill would amend Public Act 43 of 2007, which allowed the State Administrative Board, for consideration of $1, to convey to Indianfields Township approximately 117 acres of land located in Tuscola County. The land consists of surplus property under the jurisdiction of the Department of Community Health (part of the Caro Regional Mental Health Center). The township planned to use the property to expand its existing park, but subsequently decided not to purchase the property. The Tuscola Area Airport Authority is interested in purchasing the property due to runway expansion and safety issues. The bill would allow the State Administrative Board, for consideration of $1, to convey the property to the Tuscola Area Airport Authority instead of Indianfields Township.
If the property were not sold to the Tuscola Area Airport Authority within 180 days after the bill's effective date, the Department of Management and Budget would be required to take necessary steps to realize the best value for the property by preparing to convey it through competitive bidding, a public auction, use of real estate brokerage services, a value-for-value conveyance, or offering the property for sale for fair market value to a local unit or units of government. The property could be sold to a local unit of government for less than fair market value if it were used exclusively for public purposes.
