SUBSTITUTE FOR

SENATE BILL NO. 362

     A bill to amend 1994 PA 451, entitled

"Natural resources and environmental protection act,"

by amending section 3902 (MCL 324.3902).

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

     Sec. 3902. A person shall not sell, offer for sale, or

distribute for sale or use in this state any of the following:

     (a) Subject to subdivision (b), a cleaning agent that contains

phosphorus in any form in excess of 8.7% by weight expressed as

elemental phosphorus.

(b) A cleaning agent that is intended for use in household

clothes washing machines and that contains phosphorus in any form

in excess of 0.5% by weight expressed as elemental phosphorus.

     Enacting section 1. This amendatory act does not take effect

unless Senate Bill No. 152 of the 94th Legislature is enacted into

law.
