SUBSTITUTE FOR

SENATE BILL NO. 1000

     A bill to amend 1984 PA 431, entitled

"The management and budget act,"

(MCL 18.1101 to 18.1594) by adding section 257.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

     Sec. 257. (1) Subject to subsection (2), not later than the

following dates the department shall enter into competitive

contracts with electrical energy providers to provide that not less

than the following percentage of the electricity used in all state

facilities is generated from a renewable energy source:

     (a) January 1, 2009, 3%.

     (b) January 1, 2010, 10%.

     (c) January 1, 2020, 20%.

     (d) January 1, 2025, 25%.

     (2) The department is not required to comply with subsection

(1) in a year in which the price of electricity produced by a

renewable energy source is 5% greater than the price of electricity

produced by a new nonrenewable energy source.

     (3) As used in subsection (1), "renewable energy source" means

<<a resource that naturally replenishes over a human, not a geological,

time frame ultimately derived from solar power, solar hot water, or wind

power. A renewable energy source comes from the sun or from thermal

inertia of the ground and minimizes the output of toxic material in the

conversion of the energy.>>
