SENATE BILL No. 1117

     A bill to amend 1984 PA 431, entitled

 

"The management and budget act,"

 

(MCL 18.1101 to 18.1594) by adding section 365.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 365. (1) Each year after the revenue estimating

 

conference in May, but not later than May 30, the governor, the

 

senate majority leader, the chairperson of the senate

 

appropriations committee, the speaker of the house of

 

representatives, and the chairperson of the house of

 

representatives appropriations committee shall meet and determine

 

the budget target for each individual department budget based on

 

available revenues determined at the immediately preceding revenue

 

estimating conference.


 

     (2) If the budget targets for each individual department

 

budget are not determined by the time provided in subsection (1),

 

the governor, the senate majority leader, the chairperson of the

 

senate appropriations committee, the speaker of the house of

 

representatives, and the chairperson of the house of

 

representatives appropriations committee shall meet in continuous

 

session until those determinations are made.

 

     (3) Once the budget targets are determined, a document

 

delineating each individual department budget target shall be

 

signed by the governor, the senate majority leader, the chairperson

 

of the senate appropriations committee, the speaker of the house of

 

representatives, and the chairperson of the house of

 

representatives appropriations committee. Copies of that document

 

shall then be made available to all members of the legislature and

 

published on the website of the state budget office.

 

     (4) As used in this section, "budget target" means the amount

 

allocated to fund 1 or more departments in a budget bill.
