Rep. Rick Jones offered the following concurrent resolution:

            House Concurrent Resolution No. 68.

            A concurrent resolution to express the intent of the legislature not to appropriate funds for the financing or rental of the proposed new State Police headquarters on the Triangle Property in downtown Lansing.

            Whereas, The proposal to build a new State Police headquarters on the Triangle Property in downtown Lansing is fraught with many concerns. Among these concerns are the objections of troopers, strong evidence that the new facility would be inadequate in several critical areas, and the obvious financial constraints facing virtually all other elements of state government. The project, which already been scaled down in reaction to strong opposition, is considered by many as an example of government inefficiency; and

            Whereas, Arguments for the new headquarters ignore serious matters, including the lack of helicopter facilities, more challenges to the security of the new building, and overall costs that are far in excess of the costs of operations at the present locale. The proposal also ignores serious consideration of locations elsewhere in the Capital area that could prove far more expedient; and

            Whereas, With the financial struggles gripping our state--struggles that have included extended efforts to try to avoid layoffs among State Troopers--the new proposal for the State Police headquarters on the Triangle Project in downtown Lansing is flawed. For the state to continue this project through financing and rental payment would only compound problems and would not serve the people of this state appropriately; now, therefore, be it

            Resolved by the House of Representatives (the Senate concurring), That we express the intent of the legislature not to appropriate funds for the financing or rental of the proposed new State Police headquarters on the Triangle Property in downtown Lansing; and be it further

            Resolved, That copies of this resolution be transmitted to the Department of State Police, the Department of Management and Budget, and the Office of the Governor.
