A joint resolution proposing an amendment to the state
constitution of 1963, by amending section 37 of article IV, to
provide for approval by the joint committee on administrative rules
of any rule adopted by a state agency.
Resolved by the Senate and House of Representatives of the
state of Michigan, That the following amendment to the state
constitution of 1963, to provide for approval by the joint
committee on administrative rules of any rule adopted by a state
agency, is proposed, agreed to, and submitted to the people of the
state:
ARTICLE IV
Sec. 37. (1) The joint committee on administrative rules shall
approve any rule adopted by a state agency. Any rule not approved
by the joint committee on administrative rules shall not take
effect.
(2) The legislature may by concurrent resolution empower a
joint committee of the legislature, acting between sessions, to
suspend any rule or regulation promulgated by an administrative
agency subsequent to the adjournment of the last preceding regular
legislative session. Such suspension shall continue no longer than
the end of the next regular legislative session.
Resolved further, That the foregoing amendment shall be
submitted to the people of the state at the next general election
in the manner provided by law.
