A SUMMARY OF SENATE BILL 409 AS PASSED BY THE SENATE 4-22-09

The bill would amend Part 435 (Hunting and Fishing Licensing) of the Natural Resources and Environmental Protection Act to revise a provision concerning the duration of hunting and fishing licenses.

Currently, all hunting and fishing licenses are valid for one year ─ from March 1 through March 31 of the following year ─ except for those issued for a designated limited season.  Under the bill, all licenses would be valid from March 1 through March 31 of the following year, or as otherwise provided by order of the Natural Resources Commission.  The Department of Natural Resources (DNR) would designate the period of validity on the license or permit.

As amended by the Senate, the bill would require that the DNR report to the Legislature on how it would ensure the proper accounting and allocation of multiyear license revenue at least six months before the Commission issued an order allowing a multiyear license or permit.

FISCAL IMPACT:

This bill would not have an effect on the revenue levels realized by the sale of hunting and fishing licenses, although if multiyear licenses were authorized, it could affect the timing of the revenue collection.  There would be no fiscal impact on local units of government.
