A SUMMARY OF HOUSE BILL 4400 AS INTRODUCED 2-24-09

The bill would amend the Michigan Vehicle Code so than an assessment of $25 would be imposed by a court when a person is found responsible for an abandoned vehicle violation.  The assessment would be reimbursement for the expenses that law enforcement incurred enforcing the vehicle abandonment prohibition and would be in addition to any other civil fine or charge.  The assessment would be sent to the treasurer of the appropriate local unit of government or to the state treasurer, whichever was applicable.

FISCAL IMPACT:

HB 4400 would have a positive, but indeterminate, fiscal impact on state and local government.  Any fiscal impact would depend on the number of abandoned vehicle violations.  All revenue received from collection of the $25 assessment would be remitted to the treasurer of the appropriate local unit of government or to the state treasurer, whichever was applicable.
