A SUMMARY OF HOUSE BILL 4828 AS INTRODUCED 4-23-09
The bill would make it a crime to sell brass knuckles to a child 17 years of age and younger.
House Bill 4828 would add a new section to the Michigan Penal Code to make it a crime to sell brass knuckles to a child. A violation would be a misdemeanor punishable by imprisonment for not more than 90 days or a fine of not more than $500, or both. "Child" would mean a person who is less than 18 years of age and is not an emancipated minor.

FISCAL IMPACT:
To the extent that the bill increased the numbers of misdemeanor convictions, it could increase local costs of jail incarceration or misdemeanor probation, both of which vary by jurisdiction. Any increase in penal fine revenues could benefit local libraries, which are the constitutionally-designated recipients of those revenues.
