OVERVIEW As ofDecember 8, 2009, FY 2009-10 supplemental appropriation requests from the State Budget Office (SBO) totaling $2.3 million, funded from funds received under the federal American Recovery and Reinvestment Act (ARRA), are pending before the Legislature. Appropriations for those items are included in House Bill 5404. Consistent with previous supplemental bills containing ARRA funds, boilerplate language is included that (1) states that ARRA funds are temporary in nature, (2) appropriates any additional funds awarded to Michigan through recalculation of formulas, (3) provides for the carry-forward of unexpended funds into subsequent fiscal years, and (4) requires subrecipients of funds to comply with all applicable federal requirements. Additional boilerplate sections related to programs in the Human Services and State budgets are included in the bill. |

AGRICULTURE1. Animal Industry (Animal Health and Welfare – ARRA) Recognizes US Department of Agriculture stimulus funds available for aquaculture programs. Specifically, the Recovery Act authorized Commodity Credit Corporation funds for grants to states to provide assistance to eligible aquaculture producers for losses associated with high feed input costs during the 2008 calendar year. HUMAN SERVICES 2. ARRA Transitional Housing Grants Increases federal ARRA funding by $2.0 million to provide transitional housing and related support services for individuals who are homeless. 3. ARRA Faith-based Grant Funds Increases federal ARRA funding by $250,000 to fund 2.0 FTEs and to help faith-based and neighborhood organizations with training and technical assistance through the Michigan Capacity-building Recovery Program. A 20% match is required but there is sufficient funding to match these ARRA funds already in the volunteer services and reimbursement line item. (11/17/09 SBO letter) |
