AGRICULTURE

1.  Purses and Supplements

Reduces the Purses and Supplements line item to provide funds for the Racing Commissioner in the Michigan Gaming Control Board (see below).  The fund source is the Agriculture Equine Industry Development Fund.  The horse racing industry supports this fund shift in order to add horse racing days.

2.  Racing Commissioner

Adds $345,146 from the Agriculture Equine Industry Development Fund to the Racing Commissioner to allow for 46 additional racing dates.  Of the additional funding, $308,688 would come from a reduction in Purses and supplements in the Agriculture section of the bill (see above), and $36,458 from private funds provided by the horse racing industry.  The horse racing industry supports this funding in order to add horse racing days in 2010.  The additional funding includes an estimated $72,688 which would provide for Michigan Department of Agriculture laboratory testing charges.

Provides for a report on the status and ongoing efforts to transfer the Office of Racing Commissioner to the Michigan Gaming Control Board pursuant to Executive Order 2009-45; report dueSeptember 1, 2010.

3.  Costs of Conducting Race Dates

Requires the Michigan Gaming Control Board to use actual cost data in determining regulatory costs of conducting horse racing dates, and requires reporting.  Requires refund if costs charged to certified horsemen's organizations is more than determined actual costs.
