A SUMMARY OF HOUSE BILL 5649 AS INTRODUCED 12-3-09:
The bill would reduce FY 2009-10 appropriations for the Department of State, Branch Operations by the year-to-date appropriation of $72,417,800, and appropriate the same amount for branch operations broken out into separate line items for branch office services administration, branch office renovations, the mobile branch office, and each branch office listed individually. Currently, funding for branch operations is rolled up into a single line-item. The appropriation breakdown would be as follows.

Further, the bill provides that unexpended funds appropriated for each branch office will lapse to the General Fund at the end of the fiscal year. The Secretary of State will have discretion in allocating the positions among the branch offices and central office based on staffing requirements. The bill also provides that the Secretary of State shall maintain the same number of branch offices in each municipality that existed on August 1, 2009.
FISCAL IMPACT:
The bill would have no fiscal impact on state or local government. The bill reorganizes the Secretary of State branch office funding from a single line item to numerous line items. The bill could potentially restrict the ability of the Secretary of State to reorganize branch office operations.
