Changes from FY 2008-09 Year-to-Date:
  1. Elimination of the Department. The Governor eliminated this Department and transferred the programs to various departments. The programs and receiving departments are: - Library of Michigan and State Aid to Libraries to Department of Education; - Mackinac Island, Thunder Bay Marine Sanctuary, Lighthouse Program, and the State Museums to the Department of Natural Resources; - Arts and Cultural Planning Grants and Cultural Economic Development to the Michigan Strategic Fund; - Records Management and Archives to Department of Management and Budget; - State Historic Preservation Office and Archeology to Department of Energy, Labor, and Economic Growth/Michigan State Housing Development Authority; - State Demographer and Census program to Department of Information Technology.
The Senate has retained those programs in this budget.

2. Department Administration. The Governor recommended eliminating this Department. The elimination would result in a reduction of 23.0 FTEs and $1,778,500 GF/GP. The Senate agreed with these reductions. (1,828,100)
3. Arts and Cultural Grants. The Governor recommended deleting the competitive grant program and transferring the 5.0 FTEs and $545,400 administrative funding as well as $1.0 million GF/GP and $822,000 Federal to the Michigan Strategic Fund for a newly proposed Arts and Cultural Planning Grants program. The Senate has retained the current year staff and administrative funding and reduced the competitive Arts and Cultural Grant program by $4,145,900 from $8,037,900 to $3,892,000. (4,145,900)
4. Book Distribution Centers. The Governor recommended eliminating funding for this grant program. The Senate eliminated funding for this program. (360,000)
5. State Aid to Libraries. The Governor recommended transferring this line to the Department of Education at the current year level of $10.0 million. The Senate reduced this line by $1,574,500 to $8,425,500. (1,574,500)
6. Privatize State Historical Marker Program. The Senate recommended privatizing this program. This would eliminate 1.0 FTE and reduce the Historical Administration Services line item by ($90,500) GF/GP. The Senate created a new line item and appropriated $41,700 from the Historic Marker Fund to the Historical Society of Michigan as a stipend to take over the administration of this program. (48,800)
7. Michigan History Day. The Senate recommended creating this line item to award $25,000 to the Historical Society of Michigan to administer this program. 25,000
8. Economic Adjustments. 508,200
9. Other Changes. Elimination of one-time increases and annualize reductions from 2008-21 and other one-time increases. (877,100)

Changes from FY 2008-09 Year to Date:
  1. Records Center Work Project. The Senate deleted this language.
2. Book Distribution Centers. The Governor deleted the language referring to this grant program consistent with the elimination of the line item. The Senate concurred.
3. Department Reorganization. The Senate added new language establishing legislative intent that the component programs of the Library of Michigan and the Michigan Historical programs be kept together. (Sec. 229)
4. Lapse Language. The Senate added new language requiring the Department to submit estimates of GF/GP lapse amounts by September 30, 2010, by program areas. (Sec. 230)
5. Federal Funding. The Senate added new language establishing legislative intent that any departmental reorganization not jeopardize any Federal funding for which the Michigan Council for Arts and Cultural affairs would be eligible. (Sec. 231)
6. Privatization of Historical Marker Program. The Senate added new language stating the appropriation for the Historical Society of Michigan is a one-time stipend to privatize this program. (Sec. 518)
