CONTENT
The bill would amend Public Act 3 of 1939, the Public Service Commission law, to prohibit a natural gas or electric provider from shutting off service to a customer who had failed to satisfy an obligation to the provider unless the provider sent notice to the customer by certified mail or personally served the notice to the customer at least 15 days before the specified date for shutoff.

FISCAL IMPACT
The bill would have no fiscal impact on State government. If municipally owned utilities are considered to be providers and thus covered by the provisions of the bill, they could see increased costs under the bill due to the proposed notification policy. The amount of any increase would depend on the extent to which the proposed policy exceeded the requirements of current local procedures.
