CONTENT
The bill would amend Public Act 3 of 1939, the Public Service Commission law, to require the Commission, within 180 days after the bill took effect, to promulgate rules establishing uniform shutoff standards for providers.

FISCAL IMPACT
The Michigan Public Service Commission (MPSC) currently has rules in place regarding shutoff procedures and protections. There also are emergency rules in effect until April 30, 2009, that provide additional protections. These rules apply to the utilities regulated by the MPSC. If the scope of the bill required the MPSC to develop rules for other types of providers, such as municipally owned utilities that are not currently regulated by the MPSC, costs to the MPSC and municipally owned utilities could be increased due to the costs of promulgating, administering, and complying with the rules. The MPSC is funded by assessments on regulated utilities.
