CONTENT
The bill would amend the Management and Budget Act to require the Department of Technology, Management, and Budget, by October 1, 2010, to develop and operate a free searchable website accessible by the public.
The website would have to include all of the following information:
-- The fiscal year-to-date expenditures by department and category.
-- The number of active employees by department and job classification.
-- A listing of State contracts that included: the funding State agency, vendor name, category code, contract amount, contract description, and a hyperlink to the contract.
-- The Executive Budget.
-- The Comprehensive Annual Financial Report, the Constitutional Revenue Limit Report, the Constitutional Local Spending Requirements Report, Annual Work Projects Reports, Detailed Financial Schedules, and Monthly Revenue Reports.
-- The Annual Workforce Report.
-- Job specifications and wage rates.
In addition, beginning October 1, 2011, the website would be required to include a listing of fiscal year-to-date payments displayable by vendor that included:
-- The funding State agency.
-- Vendor name.
-- Payment date.
-- Payment amount.
-- Payment description.
Finally, if and when the Department replaced the State's centralized accounting system (Michigan Administrative Information Network - MAIN), the Department would be required to develop and operate a replacement searchable website accessible by the public at no cost that, in addition to the content described above, would include:
-- The name and principal location of the entity receiving the funds.
-- The amount of State funds.
-- The type of the transaction.
-- The funding State agency.
-- The budget source of the funds.
-- A descriptive purpose of the funding action or expenditure.
Information considered confidential under State or Federal law would not be required to be reported.
The bill would define "expenditure of state funds" as the expenditure of all appropriated and nonappropriated funds by a State agency that includes, but is not limited to: State purchases, contracts and subcontracts, and grants. "Searchable website" would be defined as a website that allows the public to search and review information specified in the bill.

FISCAL IMPACT
According to the Department, the requirements of the bill are currently in place and the specified information is accessible on the State's website, free of charge. Therefore, there would be no additional costs associated with meeting the requirements of the bill so long as the State maintains the MAIN centralized accounting system.
If the State were to replace the MAIN system, the bill would require the Department of Technology, Management, and Budget to make publicly available the State expenditure data received from all State agencies. The estimated cost of a replacement accounting system that would be capable of meeting the requirements of the bill as proposed would be $50 million to $100 million. In addition, the Department would have administrative costs to compile the database and create and maintain a searchable website. These additional costs are indeterminate.
