CONTENT
The bill would amend the Corrections Code to require the Department of Corrections (DOC) to solicit competitive bids and use competitive solicitation from the private sector for all purchases of goods and services for the Department, including food service and transportation services. The bill specifies, however, that this requirement could not be enforced with regard to a contractual obligation in existence on the bill's effective date, during the term of that contract, if the effect would be to impair that contract.

FISCAL IMPACT
The bill would have an indeterminate fiscal impact on State government. The State would incur administrative costs associated with soliciting competitive bids for all purchases. To the extent that the competitive bids would reduce the cost of goods or services purchased, the savings would offset the administrative cost.
