CONTENT

The bill would amend the State Building Authority (SBA) Act to include capital maintenance improvements for institutions of higher education as allowable projects undertaken by the State Building Authority through September 30, 2012.


Public Act 67 of 2005 amended the SBA Act to include capital maintenance improvements as allowable projects undertaken by the State Building Authority through September 30, 2007. From July 7, 2005, through September 30, 2007, two institutions received funding through the SBA for capital maintenance projects:

No local match was required for the above projects.

FISCAL IMPACT

The bill would have no direct fiscal impact on State or local government. Expanding the scope of projects that may be financed under the SBA Act could change the composition of projects, but would not necessarily affect the total amount financed through lease arrangements with the SBA. The final decision on whether to finance certain projects and the total resulting debt service costs will be determined by the Legislature in capital outlay appropriation bills.
