FY 2010-11 Senate-Passed Gross Appropriation $112,922,700
House Changes to Senate-Passed:
  1. Race to the Top Funding. The House included $17.0 million and 14.0 FTEs in the event Michigan is successful in being awarded RTTT grants during the second round of Federal funding. The Senate did not include these funds. The House also restored the Senate's $150,000 GF/GP and 1.5 FTE cut for the State-funded portion of RTTT reforms. 17,150,000
2. State Aid to Libraries. The House added $1.0 million GF/GP above the Senate's funding level for State Aid to Libraries, bringing total funding to $7.0 million. However, the funding is contingent on revenue made available through the elimination of the double deduction allowed for State income tax purposes for indirect costs incurred in oil and gas production. 1,000,000
3. Economic Adjustments. The Senate had removed economic wage adjustments associated with the 3% salary increase provided to State employees for 2010-11. The House restored the funding associated with this economic adjustment, totaling $1.4 million gross, $216,300 GF/GP. 1,363,400
4. Library of Michigan. The House added $350,000 GF/GP and 5.0 FTEs for continuing the Library's participation in the interlibrary loan program and MeLCat. 5. School Nurse Consultant. The House added $100,000 GF/GP and 1.0 FTE for a State school nurse consultant. FY 2010-11 EDUCATION BUDGET BOILERPLATE HIGHLIGHTS

Changes from FY 2010-11 Senate-Passed:
  1. Reporting Requirements and Standard Policy Sections. The House maintained the following sections that had been deleted by the Senate: Quarterly reports on FTEs in pay status by civil service classification (Sec. 223); and, Pupil membership fraud reports (Sec. 225). The House deleted the following sections that had been maintained by the Senate: Limitation on number of employees attending professional development (Sec. 215); Prohibition on MDE spending funds to prepare regulatory plans or promulgate rules that fail to reduce the disproportionate economic impact on small businesses (Sec. 222); and, Report on projected year-end and General Fund lapse amounts (Sec. 226).
2. Clearinghouse of Digital Content. The House added a new section allowing the State Superintendent to create a clearinghouse of digital content including electronic textbooks, open source textbooks, and other digital content that meets Michigan core content standards. (Sec. 227)
3. Cyber Schools. The House revised the section to require a report on the districts, pupils, and costs involved in online education programs operated as either a cyber school or under seat-time waivers. (Sec. 903)
