  Items Included by the Senate and House
1. Race to the Top - State Costs. The House and Senate concurred in the revised recommended appropriations of 12.0 FTEs and $1.6 million GF/GP cost of RTTT reforms that were ineligible to receive Federal funding, had Michigan received a RTTT grant. 1,550,300
2. Office of Drug Control Policy. The House and Senate concurred in the transferring in of the Office of Drug Control Policy from DCH pursuant to Executive Order 2009-42. 483,100
3. Other Changes. The House and Senate concurred in negative adjustments to remove excess Federal spending authorization ($1.5 million) and excess State restricted funding authorization ($0.2 million), eliminated funding to reduce a backlog in teacher tenure appeals since the backlog is gone ($21,500 GF), reduced the Superintendent's office by $105,500 GF, and reduced DTMB costs by $69,700 Gross, $17,800 GF. Conference Agreement on Items of Difference
4. Race to the Top. Because Michigan did not receive a Federal RTTT grant, conference included new funding ($7.4 million Gross/$2.4 million GF/GP) to support the costs of reforms enacted in December 2009. 7,427,500
5. Education Jobs Fund Administration. Conference included $1.9 million Federal funds for the administration of the Education Jobs Fund grant. 1,862,700
6. College Access Challenge Grant Program. Conference included $4.3 million in Federal funds for the third phase of this program, designed to train community leaders in assisting low-income students to apply for Federal funds. 4,268,600
7. Library of Michigan. Conference agreed with the Revised Governor's Recommendation which reduced GF funding by $1.1 million and eliminated the Federal Documents Collection, Regional Federal Depository program, interlibrary loan, and the Library's participation in MelCat. Conference agreed to restore from the original cuts 2.0 FTEs and $165,200, and added another 1.0 FTE and $100,000 to maintain the non-Michigan genealogy collection and Michigan-specific collections. 8. State Aid to Libraries. Conference reduced State Aid to Libraries by 4%, or $250,000 GF/GP from current-year funding of $6.0 million. The Governor had reduced this line by $150,000. Libraries are expected to receive $1.5 million in additional state aid payments under a proposed School Aid supplemental bill (HB 4860). (250,000)
9. Economics/General Reductions. The Senate had eliminated all wage economics; a Revised Executive Recommendation removed NERE economics. Conference removed all NERE economics ($564,800 Gross/$141,500 GF), and spread other reductions among several lines, totaling another $96,100 GF/GP; reductions total $660,900. However, standard economic adjustments for rent, and non-GF related economics were funded. 1,871,500
10. Other Changes. Other changes totaled a negative $478,200 and included a $224,000 GF negative transfer to DTMB to implement EO 2009-36, and the elimination of Book Distribution Centers ($200,000 GF). The House's new School Nurse Consultant funding was not included. (478,200)

FY 2010-11 EDUCATION BUDGET BOILERPLATE HIGHLIGHTS

Changes from FY 2009-10 Year to Date:
  Items Included by the Senate and House
1. Library of Michigan. The House and Senate included language prohibiting the Library of Michigan from disposing of its collections, and stipulated that the non-Michigan genealogy or Federal documents collection need not be made public. Conference amended this slightly to read that the Library maintain its non-Michigan genealogy and Michigan-specific collections. (Sec. 804)
2. Standard Sections. The House and Senate both retained the following sections, proposed to be eliminated by the Governor: Section 211 - appeal of failure to meet Adequate Yearly Progress; Section 213 - hiring freeze; Section 216 - prohibiting disciplinary action against an employee who communicated with the Legislature; and Section 220 - requiring the Department to provide information to the fiscal agencies in a timely manner.

3. Prohibition on Out-of-State Travel. Conference concurred with Senate to retain language prohibiting more than one employee from using out-of-state travel for the same conference, unless required by Federal law or regulation. (Sec. 215)
4. Disproportionate Economic Impact on Small Businesses. Conference concurred with the Senate to retain language requiring a report on specific policy changes undertaken to implement public acts, and prohibiting the Department from adopting rules that would have a disproportionate economic impact on small businesses. (Sec. 222)
5. Quarterly Report on Civil Service FTEs. Conference concurred with the Senate to eliminate a quarterly report on civil service FTEs by classification. (Sec. 223)
6. Pupil Membership Fraud. Conference concurred with the House to retain language requiring the Department to investigate alleged pupil membership fraud, and report on the scope of, and proposed solutions to, such fraud. (Sec. 225)
7. Digital Clearinghouse. Conference did not include new House language allowing the Superintendent to establish a digital clearinghouse of electronic textbooks meeting core academic curricula.
8. Estimated GF Lapses. Conference concurred with the Senate to retain language requiring the Department to report on estimated GF/GP lapses not later than October 15 after the close of the previous fiscal year. (Sec. 226)
9. Book Distribution Centers. Conference eliminated language earmarking funds for Book Distribution Centers. The Governor had proposed this elimination, and the Senate and House had included placeholders, but final funding was eliminated. (Sec. 802)
10. College Access Grants. Conference added a new section specifying that funds appropriated in Part 1 for College Access Challenge Grants may be established as a work project, and they are intended to train community leaders to assist low-income students in attaining Federal aid to attend college. (Sec. 902)
11. Report on Cyberschools. Conference concurred with the House to include a new report on the districts, pupils, and costs involved in online education programs operated as either a cyber school or under seat-time waivers. (Sec. 903)
12. Education Jobs Fund Administration. Conference added a new section stating that of the funds appropriated in Part 1 for Grants Administration, $1,862,700 was earmarked for the administration of the Federal Education Jobs Fund grant. (Sec. 904)
13. School Nurse Consultant. Conference did not include new House language earmarking $100,000 and 1.0 FTE for a School Nurse Consultant position, to be funded if the double deduction allowed for State income tax purposes for indirect costs incurred in oil and gas production is eliminated.
