CONTENT
The bill would amend the Social Welfare Act to prohibit the Department of Human Services (DHS) or the Department of Community Health (DCH) from requiring membership in a labor union as an eligibility requirement to receive a subsidy for caregiving under the Act.
The DHS or DCH would have to inform a person receiving such a subsidy of his or her right to decline participation in a labor union as part of receiving the subsidy.

FISCAL IMPACT
The Department of Human Services and the Department of Community Health would see a small, indeterminate increase in administrative cost associated with notifying adult home help and child day care workers that they could decline membership in a labor union.
