Changes from FY 2008-09 Year-to-Date:
  1. Historical Program. As part of the recommendations to eliminate the Department of History, Arts, and Libraries, the Governor transferred the Historical Program to the Department of Natural Resources. 6,536,900
2. Mackinac Island State Park Commission. The Governor transferred the appropriation for the Commission to the Department of Natural Resources budget as part of the elimination of the Department of History, Arts, and Libraries. 3,477,200
3. Motor Vehicle Permit Fee increase. The Governor recommended in increase in motor vehicle permit fees. The proposed increase would generate an additional $1.8 million in FY 2009-10 to more fully support the current appropriation. 0
4. Snowmobile Easement Grants. The budget included revenue from an increase in snowmobile fees that was enacted in 2008 to support the acquisition of easements for snowmobile trails. 700,000
5. Increase in Park Funding. The Governor included additional funding from the State Park Endowment Fund for park operations. 1,000,000
6. Capital Outlay. The Governor included additional Federal and State restricted funding for State park and forest capital improvements and for the waterways boating program. 850,400
7. National Recreation Trails. The budget included additional Federal funding for the development and maintenance of National recreation trails. 1,800,000
8. Internal Audit. In completion of the transfer of internal audit functions to the Department of Management and Budget, the budget transferred funding for the services to DMB. (489,300)
9. Annualization of EO 2008-21 Reductions. The budget included additional General Fund reductions to reflect the full-year cost of cuts made in Executive Order 2008-21. (53,100)
10. Economic Adjustments. The budget made adjustments for rent, building occupancy charges, salaries and wages, retirement benefits, workers' compensation, and utilities. 3,971,800

FY 2009-10 NATURAL RESOURCES BUDGET BOILERPLATE HIGHLIGHTS

Changes from FY 2008-09 Year to Date:
  1. Sections Removed. The Governor removed language regarding a hiring freeze, information technology work projects, a prohibition on disciplinary action, a workgroup on long-term funding, a shortfall in snowmobile trail funds, attendance at training seminars, Muskrat Lake, fish advisory information, payments in lieu of taxes, indemnification payments, water control structures, fish hatcheries, defibrillators in State parks, Porcupine Mountains State Park, staff for timber marking, timber marking targets, a Bellaire-Jordan River snowmobile trail, horseback riding trails, snowmobile law enforcement grants, Island Lake shooting range, and off-road vehicle trail development.
2. Reports Removed. The Governor removed reports on restricted fund balances, grants and loans, activities of the MI Waterways Commission, policy changes from legislation, administrative cost plan, land transactions, and construction projects in State parks.
3. Limitation on Travel. The Governor maintained the restriction on out-of-state travel and the report, but removed a specification that the State Budget Director may grant exceptions. (Sec. 214)
4. Contingency Funds. The Governor increased private contingency fund authorization from $500,000 to $1.0 million. (Sec. 222)
5. Revenue from Historical Program Services and Workshops. The Governor added new language allowing the expenditure of revenue received from services and workshops upon receipt. (Sec. 1201)
6. Publication Proceeds. The Governor included current language allowing the expenditure of revenue from publications and concessions. (Sec. 1202)
7. Museum Store. The Governor included current language exempting the administration of the museum store from section 261 of the DMB Act. (Sec. 1203)
8. Freedom Trail Commission. The Governor included current language specifying that the appropriation for this Commission must be in accordance with the Commission Act, used to reimburse contractual services, and to hire not more than 1.0 FTE. (Sec. 1204)
9. Auction and Sale Proceeds. The Governor included current language requiring that proceeds from the disposition of artifacts be used to acquire additional artifacts for the historical collection and appropriated the proceeds. The Governor removed a notification requirement to the Legislature on any auctions or sales (Sec. 1205)
10. Historical Section Removed. The Governor removed sections previously included in the historical program budget regarding historical site preservation grants and the subscriber list for the MI History magazine.
