CONTENT
The bill would amend the Michigan Vehicle Code to revise the training requirement for volunteer parking enforcers.
The Code allows a law enforcement agency or a local unit of government to implement and administer a program to authorize and use people other than police officers as volunteers to issue citations for certain parking violations (such as parking in a space reserved for individuals with disabilities or in an adjacent access aisle, parking on a sidewalk or crosswalk, and parking within 15 feet of a fire hydrant). Before authorizing and using volunteers to issue citations, a law enforcement agency or local unit must implement a training program for them.
The training program must contain at least 40 hours of instruction in parking enforcement, conducted by a law enforcement agency. The bill would eliminate the 40-hour requirement, and require that at least eight hours of the training program be in parking enforcement conducted by a law enforcement agency.
