CONTENT The bill would amend the Michigan Vehicle Code to revise the training requirement for volunteer parking enforcers.

The Code allows a law enforcement agency or a local unit of government to implement and administer a program to authorize and use people other than police officers as volunteers to issue citations for certain parking violations. Before authorizing and using volunteers to issue citations, a law enforcement agency or local unit must implement a program to train them to do so properly.


The training program must contain at least 40 hours of instruction in parking enforcement, conducted by a law enforcement agency. The bill would eliminate the 40-hour requirement, and require that at least eight hours of the training program be in parking enforcement conducted by a law enforcement agency.

(Under the Code, volunteers may issue citations for parking in any of the following locations in violation of the Code:

-- On a sidewalk.
-- In front of a public or private driveway.
-- Within 15 feet of a fire hydrant.
-- On a crosswalk.
-- Within 20 feet of a crosswalk or, if there is no crosswalk, within 15 feet of the intersection of property lines at an intersection of highways.
-- At a place where an official sign prohibits stopping or parking.
-- In a space reserved for use by disabled individuals.
-- In an access aisle or access lane immediately adjacent to a space designated for parking by people with disabilities.
-- Where an official sign restricts the period of time for, or manner of, parking.
-- In a space or in a manner that blocks access to a fire lane.)
