CONTENT
House Bill 5394 (S-1) is a fiscal year (FY) 2009-10 Department of Education supplemental that would appropriate 13.0 FTEs and $492,800 General Fund/General Purpose (GF/GP). This partial-year funding would support State activities enacted as part of the general package of "Race to the Top" legislation. The State activities, which can not be supported with Federal funds, are the addition of a School Reform/Redesign Officer, oversight of Schools of Excellence, and the implementation of a Basic Materials Hotline. The Department plans to hire a School Reform/Redesign Officer by April 1 and the remaining staff by July 1. The full-year cost for FY 2010-11 is estimated at $1.7 million.
The supplemental also would repeal and then restore funding for the Library of Michigan, and add a new piece of boilerplate requiring the Library to retain the non-Michigan and Federal documents collections, though the Library would not have to make the collections available to the public.
House Bill 5394 (S-1) also includes boilerplate language requested by the Office of the State Budget for the Department of Transportation. This language (Section 401) deals with ensuring that the existing refinancing of Comprehensive Transportation bonds is in conformance with Internal Revenue Service requirements.
FISCAL IMPACT
The supplemental would appropriate $492,800 in State GF/GP for FY 2009-10, with an estimated full-year cost of $1.7 million for FY 2010-11.
