Line-Item Appropriation Summary
Department of Energy, Labor, and Economic Growth: The bill would appropriate $1.2 million of Federal funding under the United States Department of Labor's Workforce Innovation and Regional Economic Development (WIRED) Initiative. The funding would provide the Southeast Michigan region with a WIRED grant that would be used to promote job creation in advanced manufacturing, life sciences, homeland security, and alternative energy. The Southeast Michigan WIRED region is headed by the Detroit Regional Chamber of Commerce and the Detroit Renaissance.
Department of Human Services: The bill would appropriate $25,000 in private revenue for a food aid outreach project for the elderly in Muskegon County. This appropriation has not been recommended by the OSB.
Department of Environmental Quality: The bill would appropriate $5.5 million of State Restricted funding for the Brownfield Grant and Loan Program in the Department of Environmental Quality. The funding would be used to capitalize the revolving loan fund program and provide up to $5.5 million of loans for cleanup projects by local units of government.
Department of Treasury: The bill would appropriate $2.2 million of Federal funds for the continuing training of families, counselors, and community leaders to ensure low-income students are using all available financial aid programs to help subsidize the cost of a college education. A web page would be developed with this Federal fund source.
Boilerplate Language Sections
Sec. 201. Contains reporting language on total State spending and payments to local units of government.
Sec. 202. Subjects appropriations in the bill to provisions of the Management and Budget Act.
Sec. 251. Designates the private funding in the Department of Human Services for the Michigan food for the elderly project in Muskegon County.
Sec. 301. Contains language regarding the $5.5 million Department of Environmental Quality appropriation for brownfield cleanup projects. The language would allow the Department to loan up to $5.5 million for environmental cleanups.
Sec. 302. Provides work project status for the $5.5 million appropriation in the Department of Environmental Quality for brownfield cleanup projects.
Sec. 401. Provides work project status for the $2.2 million of Federal funds appropriated in the Department of Treasury for the College Access Challenge Grant program.
FISCAL IMPACT
The bill would provide for the appropriation of $8.9 million of funds for FY 2009-10. The funding for the appropriation is Federal and State Restricted fund sources.
