Changes from FY 2009-10 Year-to-Date:
  1. Michigan Agriculture Environmental Assurance Program (MAEAP) Transfer. The Governor recommended the transfer of the MAEAP for farmers to the Michigan State University Agricultural Experiment Station for a 5.0 FTE and $586,500 GF/GP savings. The House added a $100 placeholder. The Senate rejected the transfer and provided 3.0 FTEs and $262,000 for FY11. (324,500)
2. Grain Inspection Program. The Senate added $300,000 GF/GP to bolster program which had been significantly reduced in FY10. House had added $252,600. 300,000
3. Dairy Inspection Fees. The Governor recommended an increase in dairy inspection fees to offset a GF/GP reduction of $500,000. The Senate and House rejected the fee revenue and supplanted it with GF/GP. 0
4. Migrant Worker Housing Inspection Fee. The Governor recommended an increase in Migrant Worker Housing Inspection fees from $5.00 to $30.00 per worker to offset a GF/GP reduction of $537,900. House rejected the fee revenue and partially supplanted it with $400,000 in GF/GP. The Senate replaced the full $537,900 in fees with GF/GP. 0
5. Office of Racing Commissioner (ORC) Transfer. The budget reflects a restricted fund reduction due to transfer of the ORC to the Department of Treasury's Gaming Control Board, per E.O. 2009-45. The transfer includes 10 FTEs. House, Senate concurred. (1,905,000)
6. Pesticide and Plant Pest Management. The Governor, House included a $379,400 GF/GP reduction, the Senate restored $250,000 to the commodity inspection program. (129,400)
7. Right to Farm Program. The Governor, House recommended a $150,000 GF/GP savings. The Senate rejected the reduction, adding GF/GP. 0
8. Animal Control Officers and Shelter Program. The Governor, House and Senate removed funding for the program, to be assumed by local government, to save GF/GP. (150,000)
9. Budgetary Savings. The House included an unspecified reduction unit of $347,100 GF/GP. Senate did not concur, instead eliminating all 3% salary and wage increases. (1,182,700)
10. Adjustments for Actual Revenue Received. The Governor, House and Senate recommended a reduction to reflect the expected receipt of revenues from IDGs ($426,600), federal ($1,740,500), and restricted ($1,854,800). (4,021,900)
11. Administrative Efficiencies. The Governor, House and Senate recommended GF/GP administrative efficiencies for Shelter Oversight ($70,400), Aquaculture ($20,000) Livestock Program ($10,200), Domestic Marketing ($27,300), DIT and DMB consolidation ($2,700), Grants to Shelters ($8,000) and Bodies of Dead Animals Program ($800). 12. Combining of Migrant Worker Programs. The Governor, House and Senate recommended the combining of two similar programs which would result in a slight program increase of $43,000 ($40,000 federal and $3,000 restricted). 43,000
