Changes from FY 2009-10 Year-to-Date:
  1. Veterans Advice, Advocacy and Assistance. The Governor and House recommended continuation of the grant program at current FY10 appropriated level of $3,029,600 GF/GP. 0
2. Military Training Sites. The Governor and House included restricted funds for Capital Outlay for the acquisition of additional land for training activities at Camp Grayling. 500,000
3. Military Retirement. The Governor and House added GF/GP funds to pay for anticipated payments to retired Michigan Army and Air National Guard per P.A. 150 of 1967. 176,300
4. Youth Challenge Program. The Governor recommended continuing the program at the current 2010 level by making adjustments for actual revenue received, including an increase in federal matching funds ($625,800) and reductions in School Aid revenue ($641,900), IDGs ($531,800) and private funds ($49,000). The House rejected any reduction to School Aid revenue. (45,000)
5. D. J. Jacobetti Veterans Home Funding Adjustments. The Governor recommended adjustments for actual revenue received, including a reduction of $750,000 in Income and Assessments revenue and an increase of $1,050,000 in Federal funds available. The House added a 3% reduction ($336,700). (36,700)
6. Grand Rapids Veterans Home Funding Adjustment. The Governor and House recommended an adjustment for actual Federal revenue received. The House added a 3% GF/GP ($810,200) reduction and a GF/GP reduction of $500,000 to be shifted to armory maintenance. (310,200)
7. Special Maintenance-State. The Governor recommended the elimination of the GF/GP funded armory maintenance program for FY 2010-11. The House restored $500,000. (151,200)
8. Administrative Savings The Governor and House recommended GF/GP administrative savings of $175,900 for Departmentwide, Veterans Affairs Directorate and Information Technology units and a savings of $1,200 gross ($400 GF/GP) in DMB/DIT consolidation savings. (177,100)
9. Budgetary Savings. The House included a unit with an unspecified reduction of $390,900 GF/GP. (390,900)
10. Economic Adjustments. The Governor's overall economic adjustments included $1,180,300 GF/GP and $17,600 GF/GP for DIT. 4,434,500

  2. Veterans Advice, Advocacy and Assistance. The Governor and House eliminated one-time language which provided guidelines for FY 2009-10 grant disbursement and required a report. (Sec. 501)
  New Boilerplate Sections
  3. Director and Assistant Adjutant Generals' Salaries. House language required these positions to be paid no higher than others in similar positions. (Sec. 236)
4. Budgetary Savings. The House provided guidelines for new budgetary savings unit. (Sec. 237)
5. Expenditure Posting on Internet. Requires website posting of expenditures and FTEs and limits cost of doing so at $10,000. (Sec. 239, 240)
