A SUMMARY OF HOUSE BILL 5049 AS INTRODUCED 10-6-11

The bill would amend Section 805 of the Michigan Vehicle Code to modify the required language on a motor vehicle registration application concerning the recreation passport.

Public Act 35 of 2010 amended the Vehicle Code to allow a Michigan resident to obtain a state park and state-operated public boating access site recreation passport by paying an additional fee when registering a motor vehicle.

The Vehicle Code currently requires a motor vehicle registration application to contain at least the following information, in substantially the same format and language, (except the amount of the passport fee is only $5.00 for a motorcycle):

$10.00             Annual authorization to use this vehicle for unlimited entry into all Michigan state parks and recreation areas and DNR-operated state boating access sites (Check one of the boxes below.)

                        _____ I elect not to pay this $10.00 fee.

                                    This vehicle will not be used to enter the facilities described above.

For individuals electing not to pay the $10 recreation passport fee, House Bill 5049 would remove "this vehicle will not be used to enter the facilities described above" and replace it with "I am not interested in a recreation passport at this time."

FISCAL IMPACT:

House Bill 5049 would have no fiscal impact on state or local government.
