CONTENT
The bill would amend Parts 801 (Marine Safety), 803 (Watercraft Transfer and Certificate of Title), 811 (Off-Road Recreation Vehicles), and 821 (Snowmobiles) of the Natural Resources and Environmental Protection Act to provide for the electronic filing of an application for a certificate or license for a vessel, watercraft, off-road recreation vehicle (ORV), or snowmobile.


The Act requires the owner of a vessel to file with the Secretary of State (SOS) an application for a certificate of number for the vessel. The owner must sign the application. The Act contains similar provisions pertaining to an application for a watercraft or ORV certificate of title, ORV license, or snowmobile registration. Depending on the application, it must be signed or certified by the owner or purchaser. Under the bill, an application would have to include a certification. If the application were filed electronically, instead of signing, the owner or purchaser would have to provide information requested by the SOS or Department of State to verify his or her identity.
