A SUMMARY OF HOUSE BILL 4004 AS INTRODUCED 1-9-13

The bill would amend the Michigan Vehicle Code to require the Secretary of State to develop a fund-raising plate recognizing "Early On."  The Secretary of State in conjunction with Early On would design the fundraising plate.

According to its website, "Early OnŽ Michigan is the system of early intervention services for infants and toddlers, birth to three years of age, with developmental delays and/or disabilities. Early On supports families as their children learn and grow."

The bill would also create the Early On Fund within the state treasury and allow the State Treasurer to receive money or asset from any source for deposit into the fund.  The treasurer would direct the investment fund and credit to the fund interest and earnings from fund investments.  Under the bill, the treasurer would be required to disburse money in the fund on a quarterly basis to Early On.  Money in the fund at the close of the fiscal year would remain in the fund and could not lapse into the general fund.

The Secretary of State would be the administrator of the Early On Fund for auditing purposes and would have to transfer the fund-raising donations from the sale of the plate to the state treasurer.

The Vehicle Code requires that a start-up fee of $15,000 be paid for any new fund-raising plate (presumably by the sponsor).
