A REVISED SUMMARY OF HOUSE BILL 4037 AS INTRODUCED 1-22-13

The bill would amend the Michigan Vehicle Code (MCL 257.310) to allow individuals who are veterans of the armed forces to get a veteran's designation on the driver's license on request. 

The bill says this applies to veterans of the armed forces of this state, another state, or the United States.  The designation would be in a style and format considered appropriate by the Secretary of State and could designate the military branch.  The Secretary of State would have to require proof of the individual's veteran status before providing the designation required under the bill.  The following documents would constitute proof of an individual's status as a veteran:

·                    An U.S. Department of Defense Form 214, Certificate of Release or Discharge from Active Duty (DD214), or a correction to that form (DD215), for discharge in 1950 or after.

·                    A separation document or form issued by a branch or department of the United States armed services for discharge before 1950.

FISCAL IMPACT:

House Bill 4037 would have a negative fiscal impact on the Department of State, including a one-time cost of approximately $210,000 to modify the Driver’s License/State ID production processes and $285,000 in annual labor costs to review military discharge papers (assuming that 20% of Michigan veterans apply for the designation and an average of 3.5 minutes to review their discharge papers).
