A SUMMARY OF HOUSE BILL 4916 AS INTRODUCED 7-18-13
The bill would amend the Michigan Vehicle Code to allow a local unit of government, by resolution, to authorize employees and volunteers of a charitable organization to conduct fund-raising activities in the improved portion of a street or highway within its jurisdiction.
Under the bill, a resolution adopted would need to specify the name of the charitable organization, the dates, times, and locations where fund-raising could take place and could specify requirements and limitations on the use of the street or highway.
Prohibitions against an individual standing, walking, or otherwise remaining within the improved portion of a street or highway would not apply to anyone conducting fund-raising activities in compliance with a resolution adopted by a local unit of government.
The term "charitable organization" would mean an entity organized under Section 501(c) (3) of the federal Internal Revenue Code. The bill would define "local unit of government" to mean either (1) a city or village or (2) a county, or township for areas outside the jurisdiction of a city or village.

FISCAL IMPACT:
The bill does not appear to have any direct fiscal impact on the state or local units of government. The bill is permissive; it allows local units to take action but does not mandate it.
