A SUMMARY OF HOUSE BILL 5036 AS INTRODUCED 10-1-13
The bill would require a community college, beginning in the 2014-2015 academic year, to do the following in its admission application process if it knows that an applicant is a qualified veteran, a member of a reserve branch of the armed forces, or a member of the Michigan National Guard:
o Inform the applicant that academic credit was available for college-level training and education received while serving in the military.
o Inform the applicant that he or she could submit a transcript of college-level military training and education to the community college.
o Evaluate any transcript submitted and notify the applicant of the transfer credits that were available to the applicant from college-level military training and education.
The bill is an amendment to the Community College Act (MCL 389.123a) and, specifically, requires a board of trustees to ensure that a community college meets the requirements described above.
The bill would defined "qualified veteran" to mean an individual who served as a member of the armed forces and was not dishonorably separated from military service. The term "transcript" would include a joint services transcript prepared for the applicant under the American Council on Education Registry of Credit Recommendation
FISCAL IMPACT:
The bill would have no fiscal impact on the state. Costs that could be incurred by community colleges would depend on the extent to which they are already working with veterans as provided by the bill.
