A SUMMARY OF HOUSE BILL 5510 AS INTRODUCED 5-1-14
The bill would amend the Acknowledgment of Parentage Act (MCL 722.1003 et al.) to specify that an acknowledgement of parentage form is valid when signed by the mother and father with each signature notarized by a notary public, or witnessed by one disinterested, legally competent adult. (The underlining language is new.)
Under the bill, the witness would need to be an employee of one of the following: hospital, publically funded or licensed health clinic, pediatric office, Friend of the Court, prosecuting attorney, court, Department of Human Services, Department of Community Health, County Health Agency, county records department, head start program, local social services provider, county jail, or state prison.
The witness would be required to sign and date the acknowledgement of parentage form and provide a printed name, address and place of employment.
The bill would take effect 90 days after enactment.
FISCAL IMPACT:
House Bill 5510 should have no fiscal impact on the state or local units of government.
