A SUMMARY OF HOUSE BILL 5600 AS INTRODUCED 5-22-14
The bill specifies that serving as a member of the Financial Review Commission that would be established for the City of Detroit (under a proposal currently before the Legislature) is not incompatible with serving as the mayor, chief executive officer, or member of the legislative body (city council) of that city.
For an explanation of the proposed review commission, see the summary of House Bill 5566 at:

House Bill 5600 would amend Public Act 566 of 1978, which prescribes standards of conduct for public officers and employees, and prohibits the holding of incompatible offices. Section 2 of that act contains the prohibition on incompatible offices, and Section 3 lists the combination of offices specifically exempt from being considered incompatible. House Bill 5600 would amend Section 3.
MCL 15.183
FISCAL IMPACT:
The bill would have no direct fiscal impact on state or local government.
