DISASTER CONTINGENCY FUND                                                              S.B. 330 (S-4):

SUMMARY AS PASSED BY THE SENATE

Senate Bill 330 (Substitute S-4 as passed by the Senate)

Sponsor:  Senator Tom Casperson

Committee:  Appropriations

Date Completed:  6-17-13

CONTENT

The bill would amend the Emergency Management Act to increase the allowable maximum State Disaster Contingency assistance grant to a county or municipality disbursed from the Fund from the current $30,000 or 10% of a local unit's operating budget, whichever is less, to $100,000 or 10% of a local unit's operating budget, whichever is less.

The bill also would rename the "Disaster Contingency Fund" as the "Disaster and Emergency Contingency Fund".

FISCAL IMPACT

The bill would raise the potential maximum amount of a disaster assistance grant disbursed from the Fund to local units from $30,000 to $100,000, potentially more than tripling in some cases State support for local government emergency response costs.

Table 1 below, provided by the Department of State Police, shows the number of State Disaster Contingency Fund grants disbursed over the last five years under the Act.  While it shows that there have been 10 such grants that reached the $30,000/10% maximum payout, it is not known how many of those reimbursements under the provisions of Senate Bill 330 (S-4) would have resulted in a payout of between $30,000 and $100,000.
