CONTENT

 

The bill would amend the State Housing Development Authority Act to authorize the Michigan State Housing Development Authority to act as the sole statewide "public housing agency" in Michigan.  "Public housing agency" would mean that term as defined in Federal law (42 USC 1437a).

 

(Under the Federal statute, "public housing agency" means any state, county, municipality, or other governmental entity or public body, or agency or instrumentality of those entities, that is authorized to engage or assist in the development or operation of public housing.)

FISCAL IMPACT

 

By designating the Michigan State Housing Development Authority (MSHDA) as the sole statewide public housing agency for the State, the bill would maintain MSHDA's ability to operate Federal programs in Michigan.  Without the proposed designation, MSHDA has indicated that there is the possibility that other public housing authorities might bid on the operation of federally financed programs currently operated by MSHDA.  This could result in a reduction of Federal funds to MSHDA for housing programs in the State.
