CONTENT

 

The bill would amend the Public Health Code to require health profession boards to establish training requirements concerning human trafficking victims. 

 

Under the Code, boards are responsible for instituting standards for the education and licensure of health professionals.  With few exceptions, boards have power to promulgate rules establishing those standards.  The bill would require that rules promulgated by a board include training standards for recognizing and reporting signs of human trafficking. 

 

The bill also would require the task force on physician's assistants to promulgate similar rules.  The task force on physician's assistants serves the function of a board for physician's assistants by establishing requirements for their education, training, and experience for licensure in Michigan.  The bill would require that rules promulgated by the task force include training standards for recognizing and reporting signs of human trafficking.

FISCAL IMPACT

 

The bill would have a minor, but likely negative, fiscal impact on the Department of Licensing and Regulatory Affairs and no fiscal impact on local units of government.  New costs introduced by the bill would consist primarily of revisions to administrative rules regarding the regulation of health professions.
