CONTENT

 

The bill would amend the Michigan Memorial Highway Act to designate the portion of Highway M-71 that is within the village limits of the Village of Vernon as the "Graham Barlow Jr., WWII Memorial Highway".

 

The bill also would do the following:

 

 --    Provide that a State trunk line highway or a portion of a State trunk line highway could not have more than one name assigned under the Act at a time.

 --    Limit the effective period of a name of a highway or portion of a highway under the Act to 50 years.

 --    Establish the circumstances in which a highway or portion of a highway could be named after a person, group, or event.

 

These restrictions would not apply to a highway or portion of a highway that was named before the bill's effective date.

 

Naming Requirements

 

Under the bill, a State trunk line highway or a portion of a State trunk line highway generally could be named only after an event or organization of statewide significance, or a deceased individual who was one or more of the following: 1) a member of the U.S. Army, Air Force, Navy, Marine Corps, or Coast Guard who died in the line of duty; 2) an officer employed by the Department of State Police who died in the line of duty; 3) a first responder who died in the line of duty on a State trunk line highway, including a police officer; or 4) an individual who was born or resided in Michigan and was of statewide significance, if the highway were named within five years after the individual's death.

 

(With respect to an officer employed by the State Police, "officer" would mean that term as defined in Public Act 59 of 1935, which defines the term as any member of the Michigan State Police executing the constitutional oath of office.)

 

Local City/Village Exception

 

A portion of a State trunk line highway that was located within the jurisdictional limits of a city or village could be named after a local police officer or first responder who died in the line of duty.  Additionally, a portion could be named after an individual who was born or had


resided in the municipality and was of significance to the city or village, if the highway were named within five years after the individual's death.
