SNOWMOBILE & TRAILS ADVISORY COUNCIL H.B. 5103:
COMMITTEE SUMMARY
House Bill 5103 (as passed by the House)
Sponsor: Representative Bruce R. Rendon
Senate Committee: Outdoor Recreation and Tourism
CONTENT
The bill would amend Part 721 (Michigan Trailways) of the Natural Resources and Environmental Protection Act to establish staggered terms of office for members of the Michigan Snowmobile and Trailways Advisory Council.
The Advisory Council was created within the Department of Natural Resources (DNR) to advise the DNR Director and the Governor on the creation, development, operation, and maintenance of motorized and nonmotorized trails in Michigan. The Advisory Council consists of 11 members appointed by the Governor. Members must be appointed for terms of four years. Under the bill, however, the following would apply to the first Advisory Council appointed after the bill took effect:
-- Two members would serve for one year.
-- Three members would serve for two years.
-- Three members would serve for three years.
-- Three members would serve for four years.
At least two of the members serving for four years would have to be members of the Council's Equine Trailways Subcommittee. (The Subcommittee's responsibilities are related to the development and preservation of Michigan's pack and saddle trailways network.)
