CONTENT

 

The bill would amend Public Act 44 of 1899, which provides for the publication and distribution of various State documents, to require the official journals of the Senate and House of Representatives to be printed in a quantity determined by the Secretary of the Senate and the Clerk of the House, and to be made available to the public on the internet. The bill also would require the Secretary of the Senate and the Clerk of the House to make at least one printed copy of the journal available to members of the Senate and the House.

 

Currently, the Senate and House journals must be printed in a particular type and size in a quantity sufficient to supply one copy to each principal State department, each member of the Legislature and various legislative officials, the Legislative Service Bureau, the Library of Congress, the Michigan Supreme Court clerk, State-supported universities and colleges, and upon written request to the Secretary of the Senate or the Clerk of the House, private universities and colleges in the State. Not more than 500 copies may be printed. The bill would delete these provisions.

FISCAL IMPACT

 

The bill could result in savings for the Senate and the House of Representatives. Depending on how many copies each entity decided to print, annual savings could be as much as $28,000 for the Senate and up to $30,000 for the House. These are the latest estimates of the annual costs for each body to print the journals under current requirements.
