SUBSTITUTE FOR
HOUSE BILL NO. 4204
A bill to amend 2001 PA 142, entitled
"Michigan memorial highway act,"
(MCL 250.1001 to 250.2080) by adding sections 2a and 76.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 2a. (1) Except as provided in subsection (2), all of the
following apply to a state trunk line highway or a portion of a
state trunk line highway named under this act:
(a) At any time, a state trunk line highway or portion of a
state trunk line highway shall not have more than 1 name assigned
under this act.
(b) The name of a highway or a portion of a highway named
under this act shall be in effect for no longer than 50 years.
(c) Except as otherwise provided in subdivision (d), a state
trunk line highway or portion of a state trunk line highway shall
be named only after 1 of the following:
(i) A deceased individual who was 1 or more of the following:
(A) A member of the United States army, air force, navy,
marine corps, or coast guard who died in the line of duty.
(B) An officer employed by the department of state police who
died in the line of duty. As used in this sub-subparagraph,
"officer" means that term as defined in section 1 of 1935 PA 59,
MCL 28.1.
(C) A first responder who died in the line of duty on a state
trunk line highway. First responder includes a police officer.
(D) An individual who was born or resided in this state and
who was of statewide significance, if the state trunk line highway
or portion of the state trunk line highway is named under this act
within 5 years after that individual's death.
(ii) An event or an organization that is of statewide
significance.
(d) A portion of a state trunk line highway that is located
within the jurisdictional limits of a city or village shall be
named only after a deceased individual who was 1 or both of the
following:
(i) A local police officer or a first responder who died in the
line of duty.
(ii) An individual who was born or resided in the city or
village and who was of significance to the city or village, if the
state trunk line highway or portion of the state trunk line highway
is named under this act within 5 years after that individual's
death.
(2) This section does not apply to a state trunk line highway
or portion of a state trunk line highway that was named under this
act before the effective date of the amendatory act that added this
section.
Sec. 76. The portion of highway M-71 that is within the
village limits of the village of Vernon shall be known as the
"Graham Barlow Jr., WWII Memorial Highway".
