A bill to amend 1979 PA 94, entitled
"The state school aid act of 1979,"
(MCL 388.1601 to 388.1896) by adding section 21g.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 21g. (1) If a pupil completes the requirements for a high
school diploma and ceases to attend high school in 7 semesters or
fewer or, for a high school that has trimesters, in 11 trimesters
or fewer, after beginning grade 9, the district in which the pupil
is counted in membership shall notify the department in the form
and manner prescribed by the department. The notification shall be
made within 7 business days after the pupil has completed the
requirements for a high school diploma and has ceased to attend
high school. If a district does not comply with this subsection,
the district or intermediate district forfeits from its total state
school aid an amount equal to the district's foundation allowance
or per-pupil payment calculated under section 20 for each pupil for
which the district fails to comply with this subsection.
(2) Upon receipt of a notification under subsection (1), the
department shall adjust the district's state school aid for the
fiscal year in which the pupil completed the requirements for a
high school diploma by deducting an amount equal to the following:
(a) If the high school has semesters, an amount equal to 1/2
times the amount of the district's foundation allowance or per-
pupil payment calculated under section 20 for each semester fewer
than 8 that it took the pupil to complete the requirements for a
high school diploma after beginning grade 9.
(b) If the high school has trimesters, an amount equal to 1/3
times the amount of the district's foundation allowance or per-
pupil payment calculated under section 20 for each trimester fewer
than 12 that it took the pupil to complete the requirements for a
high school diploma after beginning grade 9.
(3) The department shall deposit the money deducted from a
district under subsection (2) in the early graduation achievement
scholarship fund created under the early graduation achievement
scholarship act to be used for making scholarship payments to
approved postsecondary educational institutions on behalf of
students who qualify for an early graduation achievement scholarship
under that act.
Enacting section 1. This amendatory act does not take effect
unless Senate Bill No.____ or House Bill No.4846(request no.
01857'13) of the 97th Legislature is enacted into law.
