SUMMARY:

The bill would amend the Michigan Memorial Highway Act to designate the portion of Highway I-75 in Genesee County as the "John Wayne 'Dusty' Marcum Memorial Highway."

The bill would take effect 90 days after being enacted.

BACKGROUND INFORMATION:

According to information from the Senate Fiscal Agency, John Wayne "Dusty" Marcum was a Navy SEAL who took part in 12 missions overseas after 2001 and died in Afghanistan in 2008.  He was a Flushing High School graduate who joined the Navy in 1991.   According to the SFA, he earned two silver stars, four bronze stars, and a purple heart, among many other decorations and commendations.

FISCAL IMPACT:

Section 2 of the Michigan Memorial Highway Act indicates that the State Transportation Department shall only provide for the erection of suitable markers indicating the name of the highway "when sufficient private contributions are received to completely cover the cost of erecting and maintaining those markers." As a result, the bill has no state or local fiscal impact.
