SUMMARY:
Senate Bill 878 would amend Section 405 of the Emergency 9-1-1 Service Enabling Act (MCL 484.1405) to extend the deadline by which each service user with a multiline telephone system must install the necessary equipment and software to provide specific location information of a 9-1-1 call. Under the bill, the present deadline of December 31, 2016, would be extended three years, to December 31, 2019.
Prior to this deadline, the Michigan Public Service Commission (MPSC) is required to consult with and consider the recommendations of the emergency 9-1-1 service committee in the promulgation of rules in accordance with the act.
BACKGROUND:
The present December 31, 2016, deadline was established by Public Act 271 of 2011, which itself extended the previous deadline of December 31, 2011, for installation of the necessary equipment and software created in Public Act 165 of 2007.
Public Act 260 of 2012 placed a sunset date of December 31, 2021, on the entire act, extending the previous sunset date of December 31, 2014. The sunset date on the act has also been amended several times previously.
FISCAL IMPACT:
The bill, if enacted, would not have a significant fiscal impact on the state or local units of government given that it would preserve the status quo by extending the sunset. Further analysis is in process to determine the fiscal impact if the sunset were allowed to expire.
