SUMMARY:

The bill would amend Public Act 185 of 1957, a law authorizing the creation of public works departments, to prohibit a county board of public works from selling, leasing transferring, monetizing, leasing back, or similarly modifying a county's ownership interest in the assets of a water supply system, or of a sewage disposal system, unless a majority of the municipalities, or other public corporations, served by the water or sewer system had approved the action by adopting resolutions.

FISCAL IMPACT:

As written the bill would have no impact on state revenues.  There could be effects on local units, though the magnitude and direction of the effect would be determined on a case by case basis, and is dependent on local approval.  The impact cannot be estimated in advance due to these uncertainties.
