"DNR" and "NHM" DESIGNATION

SUMMARY:
House Bill 4600 would amend the Michigan Vehicle Code to specify that, beginning on the date in 2018 when the secretary of state enters into a new contract with a third party vendor for production of driver licenses, a digitized license could contain a DNR ("do not resuscitate") or an NHM ("no heroic measures") designation appearing in electronic or machine readable codes, if the applicant answers "yes" in response to an inquiry. The bill would require that applicants be asked if they want a DNR or NHM designation.

FISCAL IMPACT:
The bill would have a minimal increased fiscal impact to the state. The Department of State would face some increased cost to update departmental software for the addition of the DNR/NHM information. However, this cost could be spread out over several fiscal years in preparation for the change in 2018. There would be no fiscal impact to local governments
