SUMMARY:

The bill would require each department of Michigan's state government to create an organizational chart and post it on a website to be maintained by the Department of Technology, Management, and Budget (DTMB).

The organizational charts would have to be posted by January 1, 2016, and would have to include the name and positional title of each public employee and public officer within the department, and a graphical or other representation for each position indicating reporting and supervisory relationships.

DTMB would have to develop guidelines for the required organizational charts to ensure the greatest possible standardization, and provide technical assistance as needed to the individual departments.


The website must be accessible to the public and searchable so that it would be easy to locate and retrieve posted information.  Each department is to update the chart at least quarterly.

The bill would create a new act, "the State Department Organization Posting Act," and would take effect 90 days after being enacted.

FISCAL IMPACT:

House Bill 4814 will have a negligible fiscal impact for the state.  DTMB notes that the costs to ensure consistency amongst departmental organization charts and posting the charts to a website would be minimal. The bill would have no fiscal impact for local governments.
