SUMMARY:

House Bill 5714 would amend Section 23 of the State Plumbing Act by adding language stating that a master plumber who is also a plumbing contractor is only responsible for payment of the plumbing contractor initial or renewal license fee found in Section 31 of the act. [Language added by the bill is in italics.] The bill also adds "initial or renewal" before each reference to a "license fee" in that section. HB 5714 would take effect 90 days after it is enacted into law.

Section 31 of the act states that until September 30, 2019, the initial and renewal fees for a master plumber or plumbing contractor license are $300 each. After September 30, 2019, the fee decreases to $200 for both the initial and renewal license fee. However, if an individual is applying for an initial license at a time other than between April 30 and June 30 of the year in which the Department of Licensing and Regulatory Affairs (LARA) issues renewal licenses, LARA must compute and charge the license fee on a yearly prorated basis beginning the year of application until the last year of the 3-year license period. An initial plumbing contractor or master plumber license is valid for up to 3 years, after which time the license is renewable every 3 years.
